Extensive reconstruction of the road surface and underlying utilities are on tap for US 45-Business/Kentucky Avenue in Paducah starting Monday.

The seven-month long project will severely restrict traffic along Kentucky Avenue from Otis Dinning Drive to Walter Jetton Boulevard, a distance of just over a mile.

The Kentucky Avenue corridor carries a significant part of the city's water, sewer, and drainage lines, some nearly 100 years old.  This project includes extensive reworking and modernizing of those utilities to be followed by reconstruction of the roadway, sidewalks, curbs and gutters.

Initial work will include closing Kentucky Avenue to all traffic heading into downtown Paducah at 24th Street. Traffic into downtown will be diverted to Broadway from 24th Street to Walter Jetton Boulevard.  Traffic flowing out of the downtown area from Walter Jetton Boulevard to 24th Street will be restricted to one lane. Traffic will be restricted to crossing through the work zone or exiting Kentucky Avenue at 16th Street and 21st Street only.  All other cross streets along this section will be closed to through traffic.

While one lane of traffic will be maintained outbound from the downtown area along Kentucky Avenue, motorists are being strongly urged to seek an alternate route.

Officials said Kentucky Avenue may be closed to all traffic to allow restriping of lanes to initially establish the work zone.  Traffic may also be halted at times during the reconstruction process to facilitate specific construction activities. These closures will generally be phased during off-peak travel periods to help minimize traffic disruptions. 

Due to the high level of activity along this work zone, there will be a strictly enforced 25 mph speed limit with double fines and enhanced enforcement.  

Harper Construction, LLC, is the prime contractor on this $7.7 million highway improvement project. It has an anticipated completion date of December 15, 2015.
