Man Arrested on 3rd Sex Offender Registry Charge

A Paducah man was arrested Sunday for not complying to his conditions as a registered sex offender.

On August 12, the McCracken County Sheriff's Department began investigating 28-year-old Andrew Paul Lowery because they learned he was living at an address on Nace Lane, which did not match the Hill Terrace address on file with state authorities. Detectives say Lowery had been arrested twice in the past six months for the same offense. 

Through surveillance, detectives say they confirmed Lowery's living arrangements, and on Thursday they pulled over a vehicle he was driving for a traffic violation. While talking with Lowery, detectives say he admitted he was living on Nace Lane, so he was arrested for failure to comply with the sex offender registry. He was also charged with driving on a suspended license and taken to McCracken County Jail, where he was released on bond.

The investigation by detectives led them to discover that Lowery had been on the property of a local school numerous times, which is a violation of state law unless the person has written permission. This led detectives to get another arrest warrant for Lowery, and he was taken into custody on Sunday.

The Sheriff's Department says Lowery has recently plead guilty to receiving stolen property and to the first sex offender registry violation. He is out on bond for the second sex offender violation, and that charge in pending in court. Lowery is also reportedly out on bond from Ballard County for felony theft by unlawful taking, criminal trespass and being a persistent felony offender.

Detectives say their investigation is ongoing.
