According to police, In November 2015 officers began investigating a video showing a girl in a sexual act with a man. Investigators were reportedly able to determine that the girl in the video was 14-years-old.
Investigators said the man in the video was 25-year-old Cesar Mounts of Metropolis. Police said they later determined that the video was filmed by Mounts at a home in Metropolis.
Mounts was located in McCracken County and arrested. He's charged with aggravated criminal sexual assault and possession of child pornography.
