Livingston County Couple Arrested for Child Abuse

SALEM, KY - A Livingston County woman and man have been arrested and charged with child abuse.

According to the McCracken County Sheriff's Department, deputies arrested 35-year-old Doris Annette Ivy of Salem on Friday and charged her with two counts of Criminal Abuse 2nd Degree Child under 12-years-old.

The children alleged they had been beaten with a belt. The Cabinet for Families and Children assisted deputies with the investigation and documented the injuries at the Livingston County Hospital where the children were treated and released to other family members.

Deputies continued the investigation and eventually charged 33-year-old Jonathan McCoy of Salem with two counts of Criminal Abuse 2nd Degree Child Under 12-years-old as well. Deputies also charged Jonathon's brother, 30-year-old Joseph McCoy of Cadiz for one count Hindering Apprehension for his role in helping Jonathan McCoy elude officers for several hours.

  Franks S. Wish the laws would be like that. Any one other than a parent should by no means lay a hand on a child in any manner. Might have to restrain them at that age not attack.

  Another problem is that the guy doing the beating wasn't the kids parents. Moms boyfriend. He had no emotional investment in the relationship., If you let your boyfriend or girlfriend strike your kid, you need to to to jail and forfeit any rights to that kid.

  Thank you M.C. for the extra investigation. Had this information been included in the Wky Star article I believe that would have deterred much of the argument over beating and spanking. I myself was spanked as a child and into teens, and deserved every one of them and probably more from stuff I got away with. I turned out just fine and don't resent my parents for any of it. On the other hand, spanking doesn't always work with my child. Been tried many times. Could be he's too young to realize it, could be he just needs other enforcement of the rules. Whichever is the case, we have to use other methods of punishment (time-out, no movies, etc.) with him. Does he still get spanked from time to time, absolutely. Sometimes he gets the point and sometimes other measures have to be used. But at no point have I ever left a mark (more than a red print for a little while) on my child. If you are using enough force to bruise, in which these apparently were according to wpsd, then you should be punished severly by the law.

  I don't think most parents giving their children "a spanking" would make a Deputy Sheriff "need to collect himself". WPSD had the following additional details: When it came time for baths, the grandmother noticed the deep purple bruising on their behinds and across their thighs. Deputy Kenny Vincent arrived at the hospital and admitted the injuries were tough to look at, "I had to step out of the room and collect myself." The interviews that followed, he recalled, were even worse. The children told the same terrifying tale of abuse at the hands of their mother's boyfriend, Jonathan McCoy. The little girl, 7, and her brother, 5, each told Deputy Vincent that McCoy whipped them quote 'very hard every day with a belt"."

  I do believe that the bible says that he who spareth the rod hateth the child. Not all children need to be spanked to be disciplined buy many do. I think time out to think about how bad you are is more barbaric than spanking. With one swat you're done and can go about your business remembering to not do that again. Go into Wal-Mart some time and observe some of those obnoxious little brats who more than likely haven't been spanked. I would have never used a belt but fly swatters, wooden spoons and paint sticks work just fine to encourage proper behavior. Wooden spoons will even fit in your purse to help them remember to behave.

  Never have understood why it is ok to hit a child (yes spanking is hitting so don't lie to yourself to feel better about it)but do the same to another adult, and you will be spending time in jail if not prison. Backwards if you ask me. Children should be protected more.

  I never spanked any of my three children. Really what justifies it? My mother used to spank me and it really didn't teach me a lesson if that is what the purpose was. All it did was make me hate her. My children have grown up to be fine upstanding adults without spankings.

  The fact that some officers arrested them for a charge does not make them guilty. This is a case where the officers are going to err on the side of caution, and rightly so. I am bemused at the number of people that presume guilt based on no more evidence than is presented here. I am glad they are not on any jury...

  Spanking is generally not 2nd Degree Abuse. A beating is. It is not against the law to spank you child in Kentucky. It is against the law to beat them. Some people either dont know the difference or dont care. In recent years Kentucky was ranked number one in the country in the rate of children who died as a result of neglect or abuse. I'm not sure how helpful it is for a couple of hill varmits to talk about how spanking made them the fine, fine, varmits they are today.

  To elaborate on my previous comment. There certainly is a limit to what is a spanking and what is abuse. I was not condoning abuse in any way, just commenting that this article does not provide near enough information to indict these parents.

  I pretty much thought the same thing Art did. Once I threatened my parents that I was going to turn them in for whipping me - got me another whippin'. There ain't nothing wrong with giving your own kid a spanking.

  Guess I would to know more details about this before passing judgment. I certainly remember belt strapping and tree switch whippings as a child and for the most part I deserved every one of them. Nobody arrested my parents for child abuse.

  I wonder what it would look like if producers decided to move the background environment for the show "Parenthood" to western Kentucky. As long as the judicial system hand out ridiculously low sentences for child killing and abuse, and yes, for drug trafficking and use as well, none of this epidemic of abuse of kids will subside.
