The Springfield bureau of Lee Enterprises Newspapers reports the proposal amends the Liquor Control Act of 1934.
State Sen. Ira Silverstein of Chicago is sponsoring the bill. He says it's a "public safety bill" and doesn't want the product to reach stores. The bill defines powdered alcohol as "any powder or crystalline substance containing alcohol produced for human consumption."
The plan comes as alcoholic powder maker Palcohol wants to make its line of products available in the spring. The company says banning their product would create a black market.
Nearly a dozen states including New Jersey and New York already have passed similar bans.
