A report in the Louisville Courrier-Journal says that the Kentucky Cabinet for Health and Family Services, is housing delinquent, abused and neglected children in the 116 year old L&N Building in Louisville.
 

Despite a monetary injection of over $40 million dollars to the Commonwealth's foster care system since May...court-appointed lawyers who represent children and parents say the children stay in the building...sometimes for weeks at a time...advocates say the placement of children in offices...where they've slept on the floor or on cots...is inappropriate. The report goes on to say that the children are taken to the local YMCA every three to four days for showers and that food is ordered in.  
 
Cabinet spokeswoman Susan Dunlap confirmed that children have been housed in its offices...but she wasn't able to immediately provide the number in the building so far this year....she added that the agency has been forced to keep children there because of a decline in the number of foster families willing to accept kids for placement, especially those with acute mental and behavioral problems or a history of violence.  
  
The state Department of Community Based Services had 8,574 children in its care as of June 4.
