Police arrest Paducah man for non-compliance with sex offender registry

Paducah Police have located a man they were looking for who was charged with non-compliance with the Kentucky Sex Offender Registry. 

Police got a tip that 33-year-old Roy Charles Osborne of Paducah was staying at a southside motel. They located and arrested him shortly after putting out the public appeal for information.

Detectives had become aware that Osborne was no longer living at his reported Old Mayfield Road address and had not provided a new one to the registry.

Osborne was convicted of the sexual abuse of a West Virginia teen, while living in Boyd County, Kentucky. He later moved to Paducah. Osborne has been charged with non-compliance five times--three in Boyd County and two in McCracken County. The last charge in 2019 resulted in Osborne being sentenced to 25 months in jail.
