Dozens of new Kentucky laws set to take effect as session ends

As lawmakers wrap up Kentucky’s annual legislative session this week, dozens of bills and resolutions enacted this session will become law on Friday.

Senate Bill 2 prohibits state coverage for transgender-related healthcare for inmates. House Bill 4 scrapped diversity, equity, and inclusion programs at public colleges and schools.

Senate Bill 4 aims to regulate how artificial intelligence can be used in government and elections. Concerns include fear that AI could be used to create deepfake videos of election officials to push disinformation out to voters.

Senate Bill 63 legalizes limited road use for some off-road vehicles. Senate Bill 25 offers a new financing tool for multi-family housing developments in hopes to address the state’s estimated 200 thousand housing unit shortage.

Democratic Gov. Andy Beshear vetoed four of the eleven bills passed by the Republican supermajority, however, his vetoes were overridden. One of the bills passed without his signature or veto.

After this week, preparation will begin for the 2026 legislative session, where the first order of busness will be the next 2-year state budget.
