City Public Information Officer Pam Spencer told West Kentucky Star there was a procedural mistake at Tuesday's meeting because the order was amended. She said the item will be added to the agenda for the July 28 meeting.
Commissioner Richard Abraham told West Kentucky Star he contacted the City Clerk Wednesday morning because he thought something was left out. She confirmed his concern after watching the city's YouTube video of the meeting.
After the municipal order was introduced, there was a motion and second to adopt it, and during discussion an amendment was introduced by Commissioner Brenda McElroy, and the motion to amend the document was approved. However, the clerk says a motion to adopt the order as amended was not approved.
The city is under an agreement with Lose and Associates for the center's design, but the agreement was paused in May due to the pandemic and the resulting economic downturn. McElroy's amendment directs City Manager Jim Arndt to continue due diligence related to the project, including creation of conceptual build-outs for tenants, creation of focus groups, and several pieces of research.
If passed on July 28, the amended order from Tuesday's meeting will keep the pause in effect until January 2021. The only dissenting vote related to the order was from Commissioner Richard Abraham, who expressed concern over the amendment, and whether some of Arndt's work would incur city expense.
