Paducah Power Names Carroll as New GM

The Paducah Power System Board of Directors has chosen David Carroll as the utility’s new general manager. 

On Thursday, the PPS board approved a three-year contract for Carroll, who has been serving as the acting general manager since the resignation of Gary Zheng in May.

Carroll’s appointment is immediate.

Carroll has worked as the director of finance at PPS for nineteen years, overseeing Accounting, Customer Service and Consumer Billing, and serving as the utility’s power supply and sales analyst during the past three years. Carroll was instrumental in developing and implementing strategies that have lowered PPS’s Power Cost Adjustment. He also negotiated a ten-year capacity contract with Kentucky Municipal Energy Agency.

“We had five excellent finalists,” said PPS Board Chair Hardy Roberts. “But the optimal choice was the person who best knows this company and the unique challenges we face. Dave has been key to our financial recovery during the past three years and to the development of relationships we believe could help to resolve our power generation issues.”

Carroll said, “I was born and raised here. This is my hometown, and I want to follow through on the strategies we developed while Gary was here, achieve permanent rate relief and make this utility the best it can be for my community.”

Prior to coming to Paducah Power, Carroll was the chief financial officer for Bechtel Jacobs Company’s Paducah site and an accounting manager and finance officer for Lockheed Martin Energy Systems.
