Two Paducah women have been charged after they were seen on camera, on separate occasions, allegedly dragging a 9-year-old boy into a seclusion room at McNabb Elementary School.

According to Paducah Police, 36-year-old Vanacia O. Barner and 47-year-old Katrella D. Farmer, were both charged with one count of second degree wanton endangerment.
 
Paducah Independent Schools Superintendent Donald Shively contacted the police department on February 20th, after he learned of the incidents. 

School staff members reviewing surveillance video from a classroom noted the incidents and notified Shively.
 
The incidents occurred on February 11th and 15th of this year. A police report said the women were seen allegedly dragging the boy by his arm after he began causing a scene in the classroom, and one of the women allegedly attempted to carry him, but it appeared he was too heavy.
 
An investigation was conducted and turned over to the McCracken County Attorney’s office. The County Attorney’s office issued summonses May 24th, which were served the following day.

According to the Council for Children with Behavioral Disorders, "Most schools or programs that employ seclusion view it as a behavior change procedure and use it as a consequence when a student is in a behavioral crisis. Although commonly used for a variety of purposes, most professionals believe that seclusion is warranted only when a student’s behavior is so out of control or so dangerous that the student’s behavior in the current environment poses a risk of injury to the student or others."

Kentucky state law places strict guidelines on how and when restraint or seclusion of a student can be implemented, and a complete report must be given to school administrators and parents or guardians. 

In response to questions from West Kentucky Star, school administrators say less restrictive behavioral interventions were taken before seclusion was implemented, and that reports and notifications took place as required.
